Fastpass plus and hoppers

Hi,
I have been to WDW many times but not since fastpass plus. We are going to Universal for the first time this year so our wdw stay will only be 3 days. Can you make fast pass plus reservations for two parks in the same day. We plan on doing AK and HS foe a half day each.

No. Your initial 3 must all be in the same park.

Not in advance. You'd have to use your 3 at the first park, then when you arrive at the 2nd, you might be able to get another one at a kiosk. You also cannot split the 3: like 2 at one and one at the other...
