Assuming you have a resort reservation that is eligible for 60 day FP+ booking (eg, a WDW resort, select off-site resorts), then yes, it's 60 days before your check-in date.

60 days before your check in date for all days of resort reservation. For example, if your check in day was May 21 and your check out day was May 22 you could get FP+ 60 days before May 21 for the 21 and 22 (and all days until then). If your check in date was May 21 and your check out day was May 23, you get get FP+ for all days until May 23 and so on.
