Fast Pass probabilities in DCA for 1 day w/out Magic Hours access

What I do in this situation is get in line 30-40 min prior to park open so you hit rope drop, go ride RSR immediately (it will have a line, however with no FP people entering the standby line moves much quicker than normal). Then, once the ride is over, send a runner with your tickets to pull another FP for RSR for the group while going to line up for Toy Story, which is easy for one person to join their party in while in line. I've done this probably 15-20 times over 5 trips and it has yet to fail me, even on EMH mornings. People forget EMH is a very small amount of people since it's DL property exclusive and not everyone gets up in time.
So the OP should do this with Soarin', as that is the ride she wants to ride multiple times?

I agree lining up early and going straight to the ride might work, but I think this summer the line will be quite long. I would probably head to the FP line first, then get in line to ride standby. You might try single rider if the wait is over 90 mins.

It's actually way better to go stand in line first because there are no people from the FP line up getting in the line, so the standby moves twice as fast as usual. If you are there for rope drop, this works like a charm.
 
I like your strategy. We're still at the point where we have kids not tall enough to ride RSR, but some day when they're all tall enough we may try this out. We are Toy Story first and then grab a RSR FP kind of people. That way the first ride of the day everyone can do.
That's also a good plan, we do this if Cars is broken upon open which happens more often than it should.

We would also do a RSR ride swap right away, the others would get a FP, ride mater/tires with the younger one and then swap and do the same and then move on to Toy Story, making our way to Goofy's, Grizzly and Soaring after that once again swapping as needed and riding the smaller rides with the younger one.

FP line won't start for the first 40 minutes. Why not get a FP which may be an hour or two out, then jump in line while there still isn't FP crowds joining, then ride a second time with the FP.

ETA - With as popular as Soarin' might be this summer, FPs are likely to run out within 2 hours of Park Opening. You may come off the ride and have a return time of 830-9pm.

Maybe I just hate waiting 20+ min just to get a FP lol
