Fantasmic Fastpass - what if you don't enter the park until late in the day?

If we were to head to DL on a Sunday afternoon, say 4pm, would there still be Fastpasses available for either of the Fantasmic shows?

I am thinking our only option may be a dining package if there is a chance the fastpasses will be gone by then. Would that be right?

You are correct - they will definitely be all gone. Generally they are gone by mid - late morning.
I usually do the Blue Bayou dining package because I like eating there.
The cheapest option is the 'Fantasmic - On The Go' package from Hungry Bear. You can see the details / menu on the Disney website.
If you want the cheapest with a guaranteed FP then that is the way to go.
Otherwise it's Blue Bayou as the most expensive or River Belle Terrace as the mid tier option.
