Fanny packs at SW/BG

Can you wear a fanny pack on the rides at SW and BG (we are not riding any of the coasters)?

In BG, does everything open when the park opens? I want to do the 3 water rides first, but I don't want to hurry to them, to find them closed.

Since your not a coaster person I am sure you can manage on the water rides wearing it. I know at disney the center of the rapids raft has an opening for belongings to sit in if you want to put them there. I cant remember BGs raft set up. The big water ride I think is possible too. I know the coasters would be a no cause the harness has to be as close as they can get to your body.
