Just need to see if I should plan to buy Target gift cards in order to buy tix through Target, or whether I should wait and plan to buy through Disney.

They have been running a ticket deal during the winter the past 2 years, but it had been limited to SoCal residents. It's possible it's expanded to include everyone like this most recent deal. Only time will tell based on their demand expectations.
My personal recommendation is to buy through Undercover Tourist. The discount comes out to often beat the 5% gift card discounts. If Disney ends up offering a ticket deal, UT also always offers the ticket deal. If you already purchased tickets, call UT and they will allow you to cancel your existing tickets and get new tickets at the discounted rate - all at no additional cost to you. You would need new park reservations, but frankly reservations are incredibly easy to get now for single and multi day tickets. I was able to change reservations day of during the week of July 4th (as an offsite non-DLR resort hotel guest) and that's true for many days now.
EDITED TO ADD - UT does charge a slight fee for pure cancellation, but if you call UT to cancel over the phone and immediately re-buy new tickets with them (basically an exchange) they do not charge.
