If I was to plan to stay 9-10 days at Disney around the end of October 2014, would I probably get to see the Halloween decorations as well as the start of Christmas ones? And do they typically release FDing for the first week of Nov?

They won't remove the fall/halloween ones until after the first part of November. We've been there in mid-November before and had Christmas stuff start appearing near the 15th or so. Christmas is in full swing by the weekend before Thanksgiving.

We are going this year during that change of season - we will be there Nov 1 (for the last MNSSHP) and leaving Nov 11th - (Nov 8th is the first MVMCP) so we will be seeing the changes in MK
Far as free dining goes I am holding my breath for this year!!

Last Halloween party is typically Nov 1. First MVMCP is usually a week later. So plan around those 8 days and you will see both.

In 2011 we did the holiday double dip, going to the last MNSSHP & first MVMCP. We also saw the tree at AK & DHS however nothing was up at EPCOT or any of the resorts.

Rumor has it that there will be free dining this year for checking of Nov 1 & Nov 2 ( I don't remember the October dates off the top of my head). Past behavior is not an indication of future behavior ;)
