Expanding charitable deduction to non-itemizers?!?

Wait a second? Was Bush's idea of expanding the charitable deduction to non-itemizers part of the (evil, horrible ;) ) "Bush Tax Cuts?" If so, why didn't I hear about it? It not, WHY NOT? It's listed on this page but I'm not sure if these are just his ideas or actual changes that have been made...

I think this would be (or is??) a WONDERFUL change! I don't itemize, so I can't deduct charitable deductions. Itemizing is such a pain in the butt and it would give me a reason to actually keep all those receipts from charities! It would be an added benefit to giving to charities, plus I'm sure it would encourage more people to give! Of course they would have to set limits, but a great idea.
 
Well I am pretty sure this was never passed so I think I answered my own question :(

What a shame, would ahve been a great change.
