Excursions with minors not assigned to the adult's room

For those of you who have sailed on DCL, you'll know why I'm asking! :) DCL has that form to fill out online when you check-in, that gives other adults in your sailing party but NOT in your stateroom the ability to take your child off the ship. I called today to book an excursion and ask that question, and the rep very clearly told me there is no policy regarding taking minors off the ship - no form to fill out online or on the ship. Is this really the case? I guess I'm skeptical only b/c my other reason for calling (to book an excursion) resulted in a pretty wacky conversation, in which I had to define what a private excursion means... to the shore excursions booking agent. I cannot find anything regarding this via googling, but I might be missing something?
 
I've never heard of such a form. I've walked on and off the ship with my kids when they're on a different reservation. A crew member will often make sure they are with an adult when they scan their seapass, but that's it.
 
We were on Allure in March. My sister was in another room and took my DD off the ship on an excursion without me. It was not a problem.
 
We traveled with our Girl Scout troop 2 years ago and I had to have crap ton of paperwork to do anything, but the parents where not on the trip, just us leaders. But when we traveled with a party of 15 last year, they just made sure the kids were with some member of the family on the reservation. They did give my brother-in-law a second look while taking off his own kids (he is obviously white and the kids are obviously Asian) until they saw my sister-in-law.
