When it happened at Be Our Guest and was a true known system wide outage at a restaurant they had papers where they wrote down everyone's room number. Credit Cards and Cash were taken for those not staying on property since room charging and DDP are not an option then. That is the only time I had experienced a completely shut down on the system and not just a mishap with credits.
The kiosks are not really set up for this. There have been server issues before that have caused the kiosks to have to be cash only and then those who were on DDP or wanted to charge it to a specific card or whatever had to take their receipts and get help at guest relations or at their resort. It is a server issue that happens sadly often during the festivals. Same thing can happen at any vendor that takes credit/debit because they all require internet to process. Long gone is the old take a print of the person's card and then do batch processing at the bank.
If you're sitting at a restaurant at the end of the meal with no way to pay other than charging back to your room, the CM is going to learn about the process very quickly. The CM's who don't know will escalate very quickly in this scenario.
As PP stated, any CM who isn't aware of the ways to resolve this type of issue will be escalating it to someone who does - and if they didn't - well then I would be sure that I did.
