Epcot Food & Wine Festival

The Festival Center in the old Wonders of Life pavillion opens at 9 am, but the food booths probably open with World Showcase at 11.
 
Yes, they open right at 11:00, if not a few minutes before. We enter through the International Gateway and wait for them to open.
