Are the food booths open now or are they closed in between events?

I'm going to assume you mean the special ones that are sometimes out. They are only out during the specific event they are for. I don't know if there will be any out for the new Festival of the Arts thing starting in a few weeks. As far as I know, the next definite event they will be out for is Flower and Garden, which starts March 1.
