If we are staying at Pop but want to enjoy the Boardwalk, can we drive and park or do we have to have a room around the Boardwalk?

Sorry, you won’t be able to park at BW without an ADR at one of the BW restaurants. From Pop, I’d take the Skyliner to the Epcot IG and walk across the bridge to the BW. Or drive to DHS, park for free, then take Skyliner, boat, or walkway to BW.

They welcome you to, they just want you to use their transportation.

The resort parking is really tight at BW especially, and often at VGF too. We stay at both of those and have trouble finding parking during the day to get to our room. They let ADRs park and those barely fit at times. If they let everybody park there really would not be enough room.

Nothing is stopping you from visiting the Boardwalk. There simply isn't enough parking available for guests to park who do not have resort or restaurant reservations. BWI, BC and YC are very strict about parking because they do not want people parking there who are simply trying to access the EP IG entrance to avoid EP parking fees. If you would like to drive, you can always pay to park at the Swan and access the Boardwalk from there. The easiest way to get to the Boardwalk from Pop is to simply take the Skyliner.
 
Before making a special trip, be sure you know what you plan to do once you get there, because there's not really all that much to enjoy. There are carnival-type games which I think open in the afternoon. There are entertainers but I don't know the schedule. Other than that, it's restaurants (you would want to check the menus) and a gift shop.

Plus lounges, surrey bike rentals, Jellyrolls, and the Dance Hall!

Maybe. Unfortunately to get dropped off at a resort you are supposed to be a guest of that resort or have an ADR. Security can and will turn people around if they don’t have either and they will not allow people to just get out and walk into the property either. On the bright side sometimes security asks, sometimes they don’t, so you have a chance of not having to pay your uber to take you back to Pop!

Anyone can be picked up at any Disney hotel by a rideshare though.

You are staying at Pop. You can enjoy all that Pop has to offer including the Skyliner and bus access that provides connections to all of WDW property. You did not purchase a stay at BW and therefore are not entitled to BW’s amenities, up to and including its parking lot. It would be total chaos if anyone staying at a Disney Resort were able to just park at any Disney hotel for any reason.
