engagement party ideas

I need help planning an engagement party for a friend this November, I live in Virginia and its going to be very cold, so we won't be able to do a bbq. Any ideas? I am having a hard time finding somewhere we could have a cocktail party, most require us to have a liquor license since its VA.

We are having a "Lucky in Love" theme for our EP.

Mickey, Minnie, Hearts and Horseshoes!

In liu of cards we are asking each quest to bring a scratch ticket to use in place of a raffle ticket. They can have as many "raffle tickets" as they like (which will only help us!)

We will have 3 buckets of goodies (finally found a use for those popcorn buckets from WDW!) for prizes!

We figured this would be fun for everyone, and we can win big too! (hopefully!)
