End of year discounts

Universal is currently offering a 25% off package promo that ends in july.

Im considering going in May but would rather go in November.

Should I expect a similar promo to be offered for november based on historical trends or a possible slowdown in crowds due to a new park opening up in the future?

While looking at their website, it says packages until December 2024. However when I price them out, it’s confusing if tickets are included or not? If they aren’t included then why is it called a package? Isn’t it just a room reservation then?
