We are staying off site and getting Annual Passes. If only one of us gets a Dream AP and the other gets a Fantasy AP can we both get into EMH or do we both need a dream ap?

Both of you would have to have Dream AP's for EMH.
If you were staying in a Disney hotel you could get round it but not when you are staying off site.
