No you cannot rent electric wheelchairs in the parks. You can rent ECVs (scooters) Electric wheelchairs can only be rented offsite and then only if you currently use one.
 
You can rent either manual (push) wheelchairs or ecv (also called electric scooters) at the parks. There is a limited supply of ecvs, so on a busy day they do run out early. Here's a link to the DIS page about touring WDW with a wheelchair or ecv. There is information about renting at the parks.
If you would like to make sure an ecv is available, you might want to rent from one of the outside companies:

A power wheelchair is different from an electric scooter. Scooters are steared with a sort of handlebar or tiller in front of you. Power wheelchairs are usually steared with a joystick. The medical equipment companies will rent scooters to anyone over the age of 18, but power wheelchairs are only rented to people who have a power whelchair of their own at home.
 
Hi,

Could anyone give me an idea of how accessible Daytona, Cocoa & Clearwater Beach is for a wheelchair. I can walk a few steps but
can't move well over uneven surfaces. Do they have ramps or steps to the beach areas.
I would like to go to a clean sandy beach with clear warm water which I believe is at Clearwater, though it is a trek even by car. Maybe I should stay overnight.

Would love some advice.
