What is this exactly? And what time does it usually take place? Can any Walt Disney resort guest watch it? Thanks.

The Parade goes past the Magic Kingdom resorts about 9-930pm

It was created for the opening ceremony for the Polynesian Village Resort. It travels around the lakes near the Magic Kingdom to entertain the guests of those resorts and some times of the year when the MK is open later it has a show over near the boat launch for the MK.
