I'm not familiar with BVC, but typically you take your
ECV into your room to recharge overnight. I have heard of pelple leaving an ECV under a plastic cover under the deck at the Treehouse villas (not sure where those are) as there are steps and no ramp.
As for using it in the rain, if rain looks at all possible, cover it with a poncho if you park it outside a restraunt, shop or ride. Always turn it off and take the key when you park it. If it's pouring cats and dogs, don't try to drive it, just take shelter. If it's a light rain, you just need to cover the tiller. Some companies include a shower cap type of rain cover, or you can take a shower cap from the bathroom, or drape your poncho over it. Be careful of puddles -- it is possible that they can splash up on the battery and cause problems. Not likely, but possible, so avoid big puddles if possible, or drive through extra slow.
