Ebay-cancelling a bogus bidder?

Is it "legal" to cancel someone's bid if there feedback is negative one? This is two auctions in the past four where I've been suckered. This one is not over yet, but I'm a bit gunshy now.

You can cacel bids and then block bidders. I have done it several times. Found a couple bidders with negative feedback-and only neg. feedback bidding on my auctions. I just cancel and block.

Also, eBay has an option when posting (I think it's called Buyer Requirements and it's at the bottom of one of the pages you need to fill out when adding an auction) where you can block bidders with -1 feedback or those who are not registered in your country. There are a couple of other choices, but I don't remember them offhand.
