I am looking for a DVC Broker to rent points.

Dave is in Canada and I need to use someone in the US. Does anyone have another person to use?

The TImeshare Store does rentals now, I believe. Their banner is on this page. You might want to give them a call. They are a highly reputable firm.

As 88% of our business is between American's, may I ask why you need to deal with someone in the U.S.?

My friend has to use an american express card that does not allow foreign transactions. This is a business card and I cannot simply call to have the restriction removed.

Canada IS in America. It's just not in the United States. Did they specifically say the United States?
 
Different country = foreign. My AmEx didn't work in Niagara Falls, so Visa won out on my last trip north.

I found that true as well. In addition when we made an online purchase to one company it did not have the option to choose Amex as one of the cards.
 
I thought you can pay via paypal in which case, the country wouldn't matter anymore, no?
 
In general, AmEx cards *can* be used for foreign transactions. I use mine all the time. I happen to have an AmEx card that does not charge a fee for transactions in foreign currencies; I just pay the interbank rate on those purchases. This can be a non-trivial savings on bigger trips/purchases.

Some vendors will not affiliate with AmEx because their merchant fees are higher. Even when a foreign vendor will accept it, it might be declined by AmEx unless you've informed them that you plan to be abroad---it depends on your precise spending habits, and what the bank thinks is your "normal" spending pattern vs. what might be fraudulent. And, it sounds as though in the OP's case, they are trying to use an employer-provided card which restricts the things for which the card can be used as a matter of policy.

I agree with Brian with respect to "personal" AMEX cards versus business cards

Business / Company cards are another animal compared to personal cards. Companies can have them restricted to only certain expenses or categories ( I.e. hotels, restaurants, gas stations, but no grocery stores or Walmarts, etc.) and I would bet they can restrict them to specific countries.
