Can someone explain to me how DVC works with buying points?

Are you talking about purchasing a reservation from a member that they make with their points or purchasing your own real estate interest in Disney Vacation Club?

If the former, check out the Rent/Trade Board and read all the stickies at the top of the page.

If the later, it's a timeshare. Instead of fixed weeks you purchase points to use when you see fit and when what you want is available.
