Is there a minimum number of DVC points you mus buy (with resale) in order to be considered a DVC member and eligible for stays at DVC resorts?

Anything you can buy resale will count but it won't qualify for perks, only for usage for resort stays. 25 is the usual minimum though they have sold a few smaller odd packages over the years. Normally you need at least enough to do the stays one is thinking, usually with a cushion. I normally recommend a cushion of 10-20% for most situations. What are you trying to accomplish?

My first contract was 25 points via resale. It was only enough for 4-5 nights in a studio every couple of years at my home resort BUT...this was before the current set of restrictions was placed on resale contracts, so I got full DVC member benefits. From my experience, a small contract requires more thought as to how you will use those points. You can't just look at the next 3 years of points and make a reservation based on banking/borrowing. You have to consider those few "orphaned" points that you inevitably end up with in year #3, and then going forward from there as you end up in a continuous banking/borrowing mode in order to keep the points from going to waste.
 
I believe the minimum new buy was 50 points at the peak of the recession and add-on has always been at least 25 points. You do NOT need to purchase in 25 points increments, you could add-on 40, 56, 92 ...

It's changed again, the newer resorts (CCV at least) require new members to buy a minimum of 100 points. This is for direct though, I wouldn't imagine there'd be this sort of rule for resale.
 
I would need more points than 25 or even 50, but mainly was wondering if it entitles you to reserve in the same manner as a member, even if it means paying some out of pocket to make up the points you are short. Or is this even allowed?
 
Your Disney Vacation Club points purchased on resale can be used for accommodations at all DVC resorts, as well as for RCI exchanges, Club Cordial and Club Intrawest (World Passport). Members who purchase from anyone other than Disney, on or after March 21, 2011, are not be eligible to use their DVC points to make reservations for the Concierge or Disney Collection options such as Disney Cruise Line, Adventures by Disney, or select Disney hotels. Effective April 4, 2016, Members who do not purchase an ownership interest directly from Disney Vacation Development Inc. will not have access to other DVC incidental benefits (also known as Membership Extras) such as Member discounts on dining, shopping, Member-exclusive events, and certain special Member offers. Do not purchase your Ownership Interest in reliance on access to or the ability to transfer these Disney Vacation Club incidental benefits. Incidental benefits may be limited, modified, supplemented, or terminated at any time.

Each member has access to up to 24 one time use points. They are available at the 7 month window only and are $15/put.

So, which resorts are fair game? Are the standard Disney DVC hotels around WDW considered the Disney Collection?

Yes, all the most limited resale members have access to through DVC are DVC points reservations, RCI and possibly Buena Vista Trading Company if they revive it as a useful option.

Be aware that Disney Collection hotels have a MUCH higher point cost than DVC resorts. And usually additional fees.

When you buy resale, you're not just buying a certain number of points from some big pot of points. You're buying a pre-existing DVC contract, that a member owned and now wishes to sell. The very fact that that contact exists means that it has enough points on it to make you a member, as Disney wouldn't have sold it to that member otherwise.

Disney doesn't have levels of membership based on the number of points you own. Someone with a 50 point contract is just as much of a member as someone with 500 points. They both have full access to booking any and all DVC resorts.

Disney DOES distinguish between resale and direct buyers, as PPs have stated. But that's only with regard to discounts, perks, and certain exchange options. When it comes to making reservations at DVC resorts, direct and resale members are the same.
 
I went to a DVC presentation at Disney Springs a few weeks ago and the minimum buy then (direct) was 50 points at any of their open resorts (CCV included).
