My guess is that, as much as we want it to, this won't change because you have a hard time proving these aren't complete strangers you are "selling" your discount to. You argument might get them to tighten down the "discount for people who reside at your address." It may be spouse (or domestic partner), minor children, and senior parents residing at the same address - which would be much "fairer."
(Personally, I think anyone who still has an adult child living at home needs the sympathy discount.)
I don't think you'll get what you want, but you might succeed in narrowing it for others.
