There has been a lot of speculation on what other deluxe hotels that DVC will add on and how much that will interfere on the deluxe guest. Here is my take: Disney is allowing many high end hotels such as the Four Seasons and the Ritz Carlton to build resorts on/near WDW. These hotels don't compare to WDW deluxe resorts. I'm thinking that Disney feels many high end guests that would normally stay at their deluxe resorts will move to the high end hotels. That frees up most of the deluxe resorts for DVC. As more and more DVC people trade out for other experiences using their points, CRO can offer those rooms to the remainder that want to stay at a deluxe resort. That would also introduce those able to afford DVC to experience it and possibly buy in. Just my theory....

Other than what's in the works or been leaked, we really know little about what they're going to do and even less about why they will do it. But for the last part, given they do not actively pursue non members to tour or buy when they do stay, I doubt it's part of an active plan to get non members into villas. If so they're are doing an extremely poor job of it.

IMO it's more like, how does Disney make the most money now and what will guests put up with before they bail.
