I purchased the tickets with FCC before Christmas.plan to redeem in march. I want to enter at back gate of Epcot. Can the exchange for actual card be made at that riverboatsticketbooth
When can I use the dscounts or does card need to avitatedbeactivated

As spiceycat posted, you can exchange your PAP voucher or will call number for the actual pass at the International Gateway. The Guest Relations booth is the one on the left.

You'll need the actual / activated pass to get the discounts.

I was going to ask a similar question. We bought PAP's and intend to go to Typhoon Lagoon our first day. Can we redeem PAP's at a water park or does it have to be a theme park?

It can be done at any Park which includes Theme Parks and Water Parks.

It might have been 'bad' timing but the last time i needed to upgrade a MYW tix @ the International Gateway it took quite some time as there was only one person working and there were several others in line in front of us. Granted it was early afternoon, may have run into lunch breaks with our long wait being a fluke. Was surprised to see it so short-staffed, not sure if that is the norm there or not.
