I know here in new York you are put into a job program where they will help you find a job with the skills you have. and they will put you in a class at the local community college to better yourself. my thing is you also can't be picky about the type of job

Except most of them work or are elderly or children. So you are talking the 10% that receive welfare? That have a case worker and access to training already? You know in all the states that have tested snap and welfare recipients the main thing they have in common, the rate of drug abuse was less than that of the general population. And in some cases, like Florida, significantly less. Around 2% compared to over 8 for the rest of the state.

To continue getting the $420 a week (which was a fraction of the salary I was making when I got let go), I had to prove that I was looking for a job. And trust me, I applied to at least 15 jobs a week. A year later, unemployment's about to run out, and I still don't have a job. and that's with a college degree and experience. What the heck kind of job does someone without a degree and no experience get?

So if as you say, college education is state funded, as well as the transportation to and from, and the child care is state funded it is only reasonable to expect that everyone in New York State has a college degree.
