From what I've read, there is a photo package with Donald, and that it is an extra cost.

Can someone please tell me if the photos can be purchased with the KTTW card, or will we need to pay with cash?

We used ours in April to pay for them...so unless they have changed I would say yes you can if your card has charging privilages
