Does your vacation package have to be paid in full to have valid park ticket?

I received the generic email that didn’t state anything about having valid tickets already. I have a vacation package with 9day hoppers . It’s not paid in full yet. Are my tickets not considered valid yet because it’s not paid in full?

Under "normal" circumstances, once Disney accepts your booking and you see the info in your MDX account, you have "valid" tickets.
