Does Champagne Toast not count towards Food&Bev. Min?

In the passporters worksheet the cost is showing under "All other enhancements" not "Food and Beverage Minimum" Thanks!

Yes, it counts. I'm not sure where you are seeing that, but if you look at the second page of the Wishes Collection Budget (p. 220) you will see that Champagne/Cider Toast is listed in the reception section and shaded green. That means that whatever number you put in there will automatically have tax and service charge counted on it, and the base price will be tallied in the Disney's Fairy Tale Weddings Food & Beverage Minimum line-item on the last page of the budget.
