Does anyone know the significance of the numbers 1 & 2 on various pins?

Recently we received the two pins that were supposed to be available at the final Pin Parade in MK on 9/29. They were mailed to our home. One of the pins has what appears to be a clock in the lower right corner with the numbers 1 & 2 in it. Just this evening I was arranging some pins from the 100 years celebration and was putting the 9 pin set of Walt's letterheads in order, when I saw the numbers 1 & 2, in color, in the top right hand corner of a black&white pin. Is this some sort of a clue or mystery? The numbers don't seem to fit with the rest of the pin design/theme. Are there any other pins where these numbers show up?.......or am I crazy??
 
I have a few guesses. Since it's a cartoon story board it could mean a sequence of events that is happing in that scene for example 1 could mean and action like his hand moving and 2 could represent his foot moving.

Another guess is guess is that could be the order in which that scene is placed. For example scene 1 page 2.

Remember these are just guesses (but they sound pretty good)

Larry, I like your theory and it works for the cartoon in the 3rd pin of the Countdown Series. But I'm not sure about the 100 Years of Magic series. Any other ideas???
