I'm interested in buying a direct CCR contract that has incentives listed on the site that end on 4/28/2020. I would hate to lose out on this as I am not interested in Riviera or AV at all.

I don’t think you’ll make it, but they will likely have better incentives in place when they do restart direct sales. Aside from the health aspect of having employees in the office, I strongly believe the direct sale of a timeshare for a resort that is indefinitely closed would open DVC up to legal issues.
When they open the parks or announce an opening date is probably the earliest they’d start up direct sales. At that point, the economy will still make these hard to sell, so there may be some good incentives in place.
In speaking with Member Services today, they informed me (when I asked if there was a confirmed date for sales to reopen), "At this time, our Sales Office will remain closed until the Resorts and Theme Parks have reopened."
Pros and Cons here. Pro: the longer they stay closed, presumably the longer they will waive ROFR. Con: the longer they stay closed, the longer it will be before I know if the direct deals are going to be good enough to tempt me away from resale.
