Does a drivers permit count as ID for TSA pre check application?

My 16 yo has a state issued drivers permit which has a picture, but its printed on a piece of card stock. Will this qualify for ID with TSA precheck application? His passport expired 5 years ago and he has 2 months until he tests for his drivers license. I just don't want to waste $85.
 
It took a bit of searching on the TSA website, but they do have a telephone number you can call: 855-347-8371. Available Mon-Fri, 8 am to 10 pm Eastern Time. Better to get an answer directly from them.
 
I just called. Agent confirmed it has to be a state issue ID card and he told me to get a State ID. because the learner's permit is not a card it will not qualify. Massachusetts is going through this mess with the real ID right now so I think I'll just wait until he gets his license in a few months and then apply. Thanks for your help bc I never saw a number until now
 
You're quite welcome. The number wasn't easy to find! But I'm glad you got a definitive answer. I'm in NY and I think our driver licenses here have a similar problem, although I just flew using mine, so it's good at least for now.
