Does a 17 require a proof of FL residency with Parents?

Hi my sister doesn't have a FL id and we are hoping they will assume since she's with Mom and Dad (who have valid proof of FL residency) that she's ok.

Will that work or does she need an ID card if she's purchasing an adult ticket as a minor?
