The new vaccination policies are not DCL's doing. The vaccinations are required by a port they want to dock at. Not unlike those South American cruises that require Yellow Fever vaccinations.
I think all the onboard crowding possibilities will be back at some point, but on the schedule that DCL feels appropriate, not immediately.

The Bahamian Govt has also stipulated that safety protocols will be in place...besides the assurance that all passengers and crew are vaccinated. The protocols may not allow for large groups of passengers to share the same indoor area which would require small numbers for movies and shows.

Not this year for sure. More controlled kind of implies there is some sort of control over the virus. Sad given that Walt Disney was motivated with his parks to try and keep the real world out. But the real world is barging in.

The Frozen Deck Parties on The Magic are the same procedure as the fireworks on The Dream. It is scheduled twice on the same night , it is not a sailaway party. There is limited capacity on the deck, with each party directed to stand in a specific mark on the ground.
there really isnt any reason not to have a sail a way paarty. there is plenty of room on deck and there is limited capacity at least on the magic.not sure about the dream. but again they didn't cut the price eventhough they are cutting entertainment

Probably not until vaccines are available to all ages, and case numbers start decreasing again. Disney has been open for a year and just now bringing back some shows and has fireworks again.
