Do you need a park pass to ride Breathless for the Illuminations show?

Just wanted to know if you need a pass to ride Breathless over to Illuminations? Do they consider it an entrance? We are thinking of booking the boat on a non-park day. Also, is the pontoon boat a bit safer for a 3 year old than Breathless?
