Do you have to be a FL resident to buy an annual pass?

I was thinking it would be a good idea to get an annual pass for one member of the family to make the parking free but it looks like they are only for FL residents? Is this the case?
 
No, the power pass which has blackout dates and does not have free parking, park discounts, etc. is for FL residents only. The preferred pass which has the free parking and discounts is available to anyone.

The confusion may come from Universal's bad website design.

When you click on the Annual Pass link it gives you the FL resident pricing and information. You then have to click on a separate link on the right for "Non-resident Annual Passes". This will give you the details on passes available to those non-residents, including the slightly higher costs.

and its the same price for fl res and non fl res....go figure
