Hey, here's an idea to get rid of property taxes. Why don't you all just allow casinos to be built and use that tax revenue to replace property tax. Then they can pull the casino money and use it for their pet projects and keep property tax in place.... Oh wait, that's not working so well for us here.

Because the casinos here are all owned by Indian Tribes, and pay no taxes.

Yup, of course. Yinz all are just screwed over there then. Can't have it as nice as us in PA. The casinos were for revenue to eliminate property tax. They got the revenue. They got the revenue they wanted. They got the revenue and applied it to what they wanted to behind the curtains. We still pay property tax.

I think that's about how it works out everywhere. Our lotto and then our casinos were supposed to fund schools, ostensibly boosting what property taxes contribute in order to improve overall funding since our inflation-constrained property tax increases are hardest on schools and local governments. Instead, they used those taxes to replace other sources of funding and diverted the rest into ideological boondoggles like eliminating whole categories of corporate taxes.

But I can't imagine casino revenue ever being enough to totally replace property taxes. You'd need Vegas levels of saturation and tourist volumes! It is hard to do an apples-to-apples comparison for Michigan because our property taxes are mostly collected at the city & county level, so there's no readily available centralized figure for total property taxes paid statewide. But one aggregation attempt that I found put property taxes at about 40% of all tax collected by all levels of government here. Casino taxes plus state income tax, sales tax, business taxes, and the whole host of specific-item taxes on things like gas, hotels, tobacco, etc. add up to the other 60%. We'd need a lot more casinos, and a lot more people losing money in them, to boost that enough to erase property taxes.
