Do they have Baby Care Centers??

I've been hundreds of times, but never had a need for a baby care center so I never looked for one.

Do they have Baby Care Centers at USO/IOA like they do in the Disney parks ?

Yes I pretty sure they do at least I remeber seeing them

They are in Health Services/ First Aid. There are two in each park and one in Citywalk.
