My understanding is that as long as there is an active Ding! offer, it will show up when you connect to the internet. In other words, you do not have to be online at the moment the offer is released. Not sure if that's what you are asking or not -- but you are correct in that you have to be online to receive and access the offers.
Actually, the Ding application on your computer polls the SW servers at 30 minute intervals. You need to be online (broadband or dial-up) at the time that the Ding application on your computer goes out to SW and gets the Ding offer (if there is one).
In other words, you need to stay connected for 30 minutes with Ding active to ensure that you get the latest offer if one exists.
You may be able to dial-up then start the Ding program. It may immediately go out and poll the SW servers looking for a Ding. I have never tried this since I have broadband and I have Ding running all the time.
