Do restaurants at one hotel allow charging to another hotel's room?

Can we charge our GK or Trader Sam's meal to our room at the PPH? Does Trader Sam's do takeout for guests of onsite hotels? DH and I will be eating with the littles at 5pm for dinner but I know we will be hungry at 8ish and I'm hoping he can run out to the DLH and come back with something yummy to eat after kids are in bed.

Ye you can charge to the onsite room.

We have gotten to-go from Tangaroa Terrace.

You can pretty much charge everything within the parks (except at balloon vendors and glow light carts that only take cash) and at the three Disney hotels back to you room using your room's Key to the Magic key card. The only major exception is Downtown Disney--none of the third-party restaurants nor the World of Disney store allow it unfortunately.

I have always been able to charge my World of Disney and Vault 28 purchases to my room - the most recent was in June 2014. Is this something new?

I definitely know most of the Downtown Disney restaurants do not allow you to use your Magic key card to charge. Found that out last week when we were there. Find that odd since I believe you can do this at the Downtown Disney restaurants at WDW.

A major difference between Disneyland and WDW is that the DTD restaurants at WDW largely participate in the meal plans, which makes sense since a large number of visitors purchase a meal plan to go with their vacation. In DL, since the largest number of visitors are locals there is not the impetus to have a meal plan-driven promotion. I don't know, but I'd bet it's a hassle and delays getting the cash flow from Disney into your hands. And probably Disney would take a couple extra points as a vig for the service.

Maybe, or it could have been a misinformed CM. My partner told me last month when we were staying on property that a WOD CM wouldn't let him use his KTTM card to make a purchase.

We've always been able to charge these(World of Disney/Vault 28) to our room, as well, with no problem!
