Do kids (age 2 and 4) need passports?

We are doing Land/Sea package in June and was wondering what type of id I need for my 2 children (age 2 and 4)?

As long as they are both US citizens, all you need is a certified copy of their birth certificates. They do not need passports or photo IDs.
