Do infants (or kids under 3) count against occupancy limits at Loews hotels?

We're a family of 6, but the baby is 18 months. Under Disney's occupancy rules, she doesn't 'count', so we could stay in a room with max occupancy of 5 'legally'. Do the Universal hotels have the same rule? When I tried to price a package on the Universal website and listed our entire party (including the youngest), it did not list any Universal hotels among the results, but when I just included the 3 oldest children, then all three Universal hotels were listed. Is this just a glitch of the website, or does Universal handle occupancy different from Disney?

I'm not sure why it wouldn't list those for you, unless they are thinking that with the 5th person in a cot, there would be no room left for a crib.

I just booked a room at the HRH for 2 adults and 3 children (9yr, 6yr and 1yr) and it brought up all 3 hotels.

I would call and ask them the question. Maybe the website doesn't allow that extra person in there????
