I am going to attempt reservations at the 7month window next week.

Do I have a better chance calling or attempting to get them on the web site?

what time in the morning does the web site begin taking reservations?

When does member services open?
 
The on-line booking tool at DVCMember.com rolls to the next booking day at 8 am Eastern.
DVC phone lines open at 9 am Eastern.
 
If you will be attempting to reserve next week at WDW, that means the time you are looking for in 2015 is middle of March, a low to moderate DVC demand time and for most things you can likely wait until 9 eastern to call and get a room. However, if you want any of the following (assuming they might happen to actually be open at 7 months out), you should be on line at 8 a.m. to make the reservation because risk is high anything open will be gone before 9: AKV club level or value rooms, BLT standard or theme park rooms, BWV standard or boardwalk view rooms, BCV studios or 2BR lock-offs, VGF studios.

Also, doing it on-line is these days is a lot quicker than calling because call hold times have often been longer than 15 minutes and sometimes as high as 40.
