Do dvc members get any discount on meal plans?

If you're referring to dining plans, no. We do get 10% off in some restaurants and we can purchase TIW for $100 and get 20% off in participating restaurants.

DVC members pay the contracted price for the dining plan as of the first of the year. If there is a mid-year price increase, we still pay the original contracted price. So, at the end of the year, we might pay a lower price for the dining plan, but it's not really a discount. We just don't get hit with the price increase immediately.
