Do doctors reject patients that offer to pay out of pocket?

Depends on which state agency you work for and what benefits were negoiretiated in their union contract. OES for example, you have completely free health insurance for life after only a 5 year vesting period.

I'm really guessing that is for someone higher up. We all have SEIU with bargaining units (except executive). Clerical/admin is 4, management, analyst is 1. CHP, fire etc are under their own which i'm assuming you are referring to the professional (police, fire, etc).

OES, Department of Fish and Wildlife and Workers Comp are the ones I know this is the case with. No idea if these folks are higher up, I would consider them all to be middle of the pack. But I have been told that the health benefit can vary from bargaining unit to bargaining unit.
