Do codes come out in the fall/winter for spring vacations?

well im probably not the biggest authority but the codes for this year were put out in October for up to april 14th and if I am not mistaken they were issused a little bit later in 2003, more like Nov/Dec. Im sure there are people with more knowledge that can expand on this information
