Do all Southwest promos have to be booked at least 14 days in advance?

Trying to figure out what our best options are - if we should wait for reduced fares and try to book mid-september for 9/30 or if we should just drive.

Each promo is different, just have to read each to find out the booking options. I also wouldn't hold out for airfares dropping, if anything, I feel they will continue to rise. JMO
