Do all drivers need to be present at the counter when you rent a car?

Or can one person just show a copy of the drivers' licenses of the other two?

I think we will be renting from Dollar. (anyone know of a code?) I will likely be arriving a bit earlier than my sister and her husband so I would like to get in the car and GO! (I'll pick them up when they arrive--honest!) But DS and DBIL will need to car for a side trip they plan to take. Can I just show a copy of their licenses, or will they have to go to the counter when they arrive and add themselves to the reservation as potential drivers?

Both drivers have to be at the counter so they can match the driver's license with the person.
