DL and DCA FP questions

I searched but couldn't find an updated answer.
Are DL and DCA FPs disconnected?
If I enter DL, will I be able to make FPs for DCA for the same day (with park hopper)?

With MaxPass you will be able to make FP's in DCA after entering DL and vice versa. They are all connected and you cannot get another in either park until the appropriate time. It really helps in treating the two like one huge park, which is how I like to do it.
